Australian tourist visa running out soon. Do we have time to apply for an onshore partner before we have to leave?

We are in Australian on an onshore tourist visa, and it's running out in March. We want to apply for an onshore partner visa, and are worried we will run out of time. We don't have all of our documents. Can this be done? This is a common scenario for many Australian Filipina couples when they are not well organised, and the problem is compounded by the fact that Australian partner visas are complicated and rush-jobs are more likely to meet with a refusal.
Jeff Harvie is the Registered Migration Agent with Down Under Visa, the biggest, busiest and best Migration Agency practice in Manila, who specialise in partner visas (fiancee visas and spouse visas), tourist visas and family visas for Australian Filipina couples wanting to migrate to Australia from the Philippines.
